DBE Program Implementation Notice — October 2025 Interim Final Rule
Effective October 3, 2025, the U.S. Department of Transportation amended 49 CFR Parts 23 and 26, including removal of race- and sex-based presumptions of social and economic disadvantage. The Texas Unified Certification Program reevaluation process remains underway.LRGVDC is updating its DBE program and related materials to comply with the amended federal requirements and current USDOT, FTA, and Texas Unified Certification Program guidance. During the reevaluation period, LRGVDC will not set DBE contract goals or count DBE participation toward DBE goals. Nondiscrimination, prompt-payment, and other applicable federal requirements remain in effect. This notice and the materials below will be updated as the Texas reevaluation process and applicable federal guidance progress.
